DESCRIPTION

The Senior Manager, Public Policy - Consumer, will lead the responsibility for managing Amazons public policy and government relations engagement for the Consumer, Devices and Digital businesses in India. The individual will develop and manage a team of high-performing policy professionals to develop and execute government affairs advocacy objectives and political priorities for Amazon on state and central policy issues related to the e-commerce sector. The individual will represent Amazon before Ministers/politicians, bureaucrats, policymakers, and relevant state and central agencies, to establish, enhance, and preserve key Amazon corporate relations with central and state elected officials and their staff, Administration officials and regulatory officials and their staff, and other policymakers. In helping to set the public policy and advocacy agenda for Amazon as it relates to the e-commerce sector, the incumbent will work collaboratively and transparently with others in Public Policy, Legal and business units to ensure alignment between business priorities and public policy goals. This role requires the utmost professional integrity, advanced strategic thinking, first-class people skills, and solid policy leadership experience, with a track record of delivering results.
This position is based in New Delhi, India and would report to VP, Public Policy, IN. Key areas of focus are:
Lead Amazons position towards the upcoming e-commerce policy in India. Lead policy advocacy for facilitating digital business in India.
Define and oversee the development and execution of a pro-active government relations and policy-making strategy as relevant to the Consumer/Marketplace business in India, in partnership with Amazon's local, regional and global business leadership.
Establish and maintain dialogue with key political and policy stakeholders at all levels, and position Amazon as an active and thoughtful contributor to Indian economy, small and medium business enterprises (3P sellers), and the society at large through our lines of business.
Identify, anticipate, assess and communicate potential regulatory threats and business opportunities, develop mitigation or enhancement strategies and policy positions, and coordinate external advocacy efforts, outreach programs and key initiatives in concert with the companys objectives;
Work collaboratively and transparently with the business units to ensure alignment between core business priorities, public policy goals and go to market strategies;
Advance the companys policy positions directly and through industry associations/coalitions to enable an unrestricted and transparent regulatory environment for the growth of the business;
Maintain and enhance Amazons positive corporate reputation in India.
Facilitate high-level meetings between Amazon executives and key stakeholders, including senior government officials, regulators, industry associations and alliance partners to promote and advocate the companys public policies;
Contribute to Public Policy and advocacy activity within company, which will include coordinating and drafting responses to public consultation papers, position papers and speaking notes for Company representation in conferences, panels, round tables etc.
Participate and contribute to membership opportunities in industry associations/coalitions on behalf of the company, and ensure appropriate utilization of high judgment, high integrity outside consultants.

BASIC QUALIFICATIONS

The successful candidate will have the following qualification and possess the following functional and qualitative skills:
Bachelors degree required; Advanced degree or a Degree in relevant subject (politics, economics, law, policy and likewise) will be preferred.
A minimum of 12 years of relevant experience with at least 5 years in leadership capacity and a keen working understanding of policymaking, including the mechanics of legislative and administrative policymaking process and procedures, effective lobbying techniques, and collaboration with other companies and trade groups.
Candidates should be able to demonstrate their experience through work within government, companies, consultancies, trade associations, or equivalent organizations.
Prior experience with steep learning curves, and ability to effectively communicate complex information to a variety of audiences.
Sound and practical business acumen and commercially sensitive.
Experience of working on issues related to state and central retail and e-commerce policy, and have experience interacting directly with the government and elected and appointed officials in both the state and central policy spaces.
Highly effective oral, written, and interpersonal communications skills; demonstrated ability to effectively and comfortably interact at the highest corporate and political levels.
Self-starter with proven track record of successfully working with a wide array of functional groups across the organization.
Ability to understand how technical language in legislative and regulatory proposals could affect corporate operations, identify business implications, and synthesize policy documents for internal customers.
Ability to influence, negotiate with, and persuade others is required. Must be flexible and demonstrate strong judgment/decision-making skills, and political acumen.
Demonstrated ability to build and foster effective relationships and networks with others.
Prior experience in having led a team before will be preferred.
