Job Summary

Project manage Transmission or IP orders placed on GCX (formerly FLAG) being solely responsible to progress the order to completion and ensuring that all parties involved in the order provide chain deliver on time to meet the customer RFS date. To work on all processes related to the order lifecycle including feasibility checks, order management, placing orders on third party suppliers, circuit design, circuit configuration and activation, testing and handover documentation.

Duties and Responsibilities

Order Provisioning Manager

  • Project manage confirmed orders and own responsibility to progress the order to completion within the RFS date
  • Identify potential roadblocks that can lead to RFS date jeopardy and make timely escalations to liquidate including possible solutions
  • Own and manage MACD (Move, Add, change, Delete) orders
  • Supplier management
  • Timely trigger to billing process and adherence to revenue assurance processes

Customer Management

  • Send confirmation to the customer once an order is assigned
  • Ensure updates are sent on a regular basis for order progress
  • Correspond with customers at the technical level for order related issues
  • Once an order is completed ensure a proper handover letter is sent to the customer with the service details, service ready date and demarcation points

Circuit Design

  • Design technical solutions for Transmission & IP Services as ordered by the customer and defined in the product specification
  • Enter the solution details into the OSS inventory system

Service Activation (Transmission & IP Services)

  • Generate work order for NOC to activate Transmission circuits (SDH, DWDM etc.) in the network
  • Hand-over to customer as per order
  • Perform end to end tests with the customer and troubleshoot if necessary
  • Activate IP circuits (IP Transit, Global Ethernet, MPLS VPN and Peering) in the network
  • Check circuits are built properly in the routers as per design and routing opened as requested by the customer
  • Perform end to end tests with the customer and troubleshoot if necessary

Third Party Suppliers

  • Place order on third party suppliers for off-net circuits based on pricing entered in Quote System
  • Correspond with suppliers at the technical level for order related issues
  • Ensure circuits are delivered correctly and on time to meet the RFS date, escalate with the supplier if required thru access management team
  • Ensure entry of supplier references in OSS for future reference
  • Undertake the Change orders and ensure timely notification to supplier for reflecting those changes, in particular Service Terminations requests to be executed efficiently with the suppliers to avoid payment outflow

Work Orders

  • Generate work orders for Field to test the activated circuits and store test results
  • If an off-net tail is ordered, co-ordinate with the supplier to put a test plan in place and test end-to-end with the customer

Key Performance Indicators

  • 90% of customer service deliveries should meet the MTTD of 30 days for off-net involved circuits and 7 days for pure on-net services excluding the customer delays
  • 90% of feasibility checks completed within 24 hours during pre-sales, these checks should provide a proper estimate of network capacity that is available and estimated lead time to deliver
  • Minimise the number of orders requiring re-works after handover to the customer. Minimum 95% of the orders handed over should be accepted by the customer and billing triggered with effect from the service ready date mentioned within the handover letter
  • 95% of service deliveries should maintained all off-net and on-net related documents in OSS for assurance and Change Management Reference

Qualification & Experience (E = Essential; D = Desirable)

Educational / Academic Qualification

  • E = Bachelor of engineering

Professional Certifications / Additional Qualification

  • D = Certification on Project Management (PMP)
  • D = Certification in Data /IP networking (CCNA/CCNP/JNCIA)

Experience (Min. years)

  • 4 6 years experience related to Transmission & IP Configuration and Solution Engineering

Candidate Specification (E = Essential; D = Desirable)

  • E = Minimum of 3 years related telecom experience
  • E = Minimum of 1 year directly related order processing and provisioning experience
  • E = Minimum of 1 year international experience
  • E = Good English written and communication skills
  • E = Able to work independently with minimal supervision
  • E = Related Engineering Degree
  • E = Technical competence in the following areas: BGP, MPLS, Routing, VPN, SDH, DWDM, SONET and in particular, routing and protection methodologies
  • D = OSS BSS inventory system experience
  • D = Experience subsea telecom systems
  • D = Working knowledge of Global network
  • D = Knowledge of Alcatel, Lucent, Ciena, Juniper, Fujitsu SDH, DWDM, and data network elements

Technical / Functional Skills (E = Essential; D = Desirable)

Technical competence in the following areas: SDH, DWDM, Sub-sea and in particular

  • E = Hands on Configuration experience on different equipments like Juniper/Cisco
  • E = Ability to perform analysis and diagnosis on complex networking problems
  • E = SDH Topology and management
  • D = Surveillance and monitoring of SDH fibre optic networks
  • D = Knowledge of Network Management Systems
  • D = Knowledge of Add Drop Multiplexers
  • D = Knowledge of Submarine Cable Systems
  • D = Knowledge of DWDM systems
  • Alcatel, Lucent, Ciena, Fujitsu, NEC network elements
  • E = OSS/OFFICE
  • D = Use of a trouble ticketing system
  • E = Use of PC and Microsoft Office packages
  • Must pass Basic Transmission entrance test
