Join us to work with the Government and Social Impact (GSI) team of MSC on a strategic assignment supported by the Bill and Melinda Gates Foundation (BMGF). Together, we will provide technical support to select state governments and central government agencies for pilot testing and advocacy of digital tools for improving public financial management in India. As a part of this engagement, the desired candidate will be required to support the overall project implementation focusing on evaluating potential technology solutions (such as microservices, blockchain, smart contracts, similar frameworks/ tools) that can be implemented and upscale to improve government budget execution and spending efficiency.

Ability to work with senior government officials and CXOs in the private sector, lead assignments involving diverse project teams and to work with minimal supervision, proficient in Microsoft Word, Excel and Power point, Leadership skills, decision-making skills, problem-solving skills, people-management skills and excellent spoken and written English.

• Work as a part of large team based out of Delhi providing leadership and support for:
• Documenting best practices cases in technology frameworks/tools used for improving
  public financial management in India or internationally
• Conceive and articulate solution, system and deployment Architecture for the
  envisaged systems
• Evaluating and assessing technology frameworks and digital tools which have potential
  for integration with existing Public Financial Management (PFM) systems
• Advising the states on digital tool implementation and integration during the pilot
  implementation
• Developing technology/ digital tool requirements specifications or features for state/
  central agency specific PFM requirements
• Facilitating or conducting ofa hackhathon alongside Associate Partner or any other
  person deputed by him/her.
• Collaborating with various government departments, regulators, technology solutions
  providers, private sector partners, international organizations and governments
• Hosting delegations from governments and planning exposure visits alongside clients
  and MSC team
• Support GSI team in business development
• Writing/reviewing proposals and pitches
• Preparing related collaterals including case studies
• Support GSI team in planning and executing assignments with Government
• Training and capacity building of team members in MSC
• Publish blogs, articles to promote MSCs work in national and international media
• Participate in relevant events, conferences to represent MSC

Qualifications:-

• B-Tech (Computer Science)/ B-Tech (information Systems)/M-Tech/MCA
• Certifications or Trainings in Enterprise Architectural Models such as TOGAF/NIST/Zachman or any other relevant models

Essential Experience

• 8-12 years experience in working with a technology consulting firm/software development
  firm/ System integration firm/ IT solutions firm
• Design highly available, scalable full stack Open source solutions on public clouds like Amazon AWS, Azureetc
• Demonstrable expertise in the following technical areas
• MicroServices frameworks such as Spring Boot, DropWizard Etc
• API Management frameworks for RESTful services, SOAP etc such as APIMan, Muleseoftetc
• Enterprise Service Bus such as JBoss Fuse, WSO2etc
• Business Rules such as Drools, etc
• Experience of designing/ developing SRS or technical specification documents for diverse
  technology frameworks
• Excellent communication skills, writing skills, presentation skills, research skills, intellectual
  curiosity and passion for financial inclusion, social and development sector

Desirable Experience:-

• Experience ofconceiving use-cases of Blockchain such as smart contracts and smart invoices on platforms such as Etherum, Hyperledgeretc
• Experience of ICT in government systems/schemes and large transformation programs with
  government/ multi-lateral/bilateral agency,etc. preferably in any of the states of AP,Telangana, Bihar and Haryana
• Experience in one or more of the following functional areas
  -Public finance and expenditure (preferred)
  -Direct benefit transfer (preferred)
  -Social welfare program implementation
  -Social protection programs
  -Experience ofhandling a large team
  -Existing relationships with government, multilateral agencies, donor agencies, think tanks andindustry
