Job Summary
Description
Job Description:-
- Work as a part of large team based out of Delhi providing leadership and support for:
- Documenting best practices or principles of public financial management in India or
internationally (especially in context of just-in-time funding) - Conducting process documentation for the PFM systems/ process in place (end-to-end)
from allocation to expenditure reporting for select program/schemes/ department - Conducting a gap analysis to identify delays in the existing PFM systems/ process (especially
in case of disbursements, spending efficiency and expenditure reporting) - Work back with technology team to assess potential of digital tools as well as process
improvements required to curb the identified gaps in PFM systems or processes - Developing GPR document to facltiate the select states in digital tool
implementation/integration with existing systems during the pilot implementation - Collaborating with various government departments, regulators, technology solutions
providers, private sector partners, international organizations and governments - Hosting delegations from governments and planning exposure visits alongside clients and
MSC team - Support GSI team in business development
- Writing/reviewing proposals and pitches
- Preparing related collaterals including case studies
- Support GSI team in planning and executing assignments with Government
- Training and capacity building of team members in MSC
- Publish blogs, articles to promote MSCs work in national and international media
- Participate in relevant events, conferences to represent MSC
Qualification:-
- Masters degree in Finance/MBA(finance)/CA/Masters inEconomics/ Masters in Public Policy
- Other relevant professional qualifications in line with areas of specialization (public
finance)
Experience:-
- 5-8 years experience in working with public finance/
public policy/ development consulting firm, development consulting. - Experience and understanding of PFM domain in India including CPSMS, Government
budgeting/ payments/ disbursement process (end to end) - Experience of Government Process Re-engineering (GPR) or developing user
requirements specifications for public financial management systems
Desirable Experience:-
- Experience of ICT in governmentsystems/schemes and large transformation programs with government/ multi- lateral/bilateral agency,etc.
- Experience on conducting public expenditure managementstudies/ reviews/ audit
- Experience ofworking in 1 or more states (AP,Telangana, Bihar and Haryana)
- Experience in one or more of the following
functional areas

-Direct benefit transfer (preferred)
-Public finance and expenditure
-Strategy, planning and public policy design
-Social welfare program implementation
-Social protection
-Experience of handling a large team
-Existing relationships with government,
